For full screen, is the glxgears window obscured anywhere (e.g., the GNOME bottom panel)? If so this is a bug. It is only supposed to ratchet down after the last OpenGL client. If you have nvidia-settings -> PowerMizer up you should see Performance Level move immediately to 2 and Performance Mode switch from Desktop to Maximum Performance after starting glxgears. I ran glxgears on the Quadro equivalent (FX 4800) and I don't see the performance level or mode drop while glxgears is running.
