Which GeForce GTX 260, the one with 192 or 216 shaders?

For full screen, is the glxgears window obscured anywhere (e.g., the GNOME
bottom panel)?   The full screen numbers seem low.

Does the card idle while glxgears is running (move from performance level 3
to performance level 0)?  If so this is a bug.  It is only supposed to 
ratchet down
after the last OpenGL client.  If you have nvidia-settings -> PowerMizer up
you should see Performance Level move immediately to 2 and Performance Mode
switch from Desktop to Maximum Performance after starting glxgears.

I ran glxgears on the Quadro equivalent (FX 4800) and I don't see  the 
performance
level or mode drop while glxgears is running.
