Bug description:
PasteDeploy 1.5.0 was released in May 2011 and has only seen a handful
of bugfix commits on its development branch since then

https://bitbucket.org/ianb/pastedeploy/commits
Cinder requires >=1.5.0 while neither glance nor keystone require a
specific version.
We've no reason to expect that a future version of PasteDeploy will
break us, so let's unpin.
