Bug description:
The Nicira NVP plugin contains an unnecessary path element -
'nicira_nvp_plugin' - that can be removed. All references to the
module path 'quantum.plugins.nicira.nicira_nvp_plugin' will become
'quantum.plugins.nicira'. References to file paths will be similarly
affected - 'quantum/plugins/nicira/nicira_nvp_plugin' will become
'quantum/plugins/nicira'.
