lbaas: update operations should protect themselves like update_vip
does

Bug description:
update_vip uses 'assert_modification_allowed' method to make sure that update
will not occur if the vip state is PENDING_DELETE.
the same should be done for:
1) update_member
2) update_pool
3) update_health_monitor
