Check interfaces in nova before install (not during)

Bug description:
In fedora under virtualbox the network interface seems to be called p2p1
When installing nova this will eventually break since the default in
stack.ini is eth0.
We should not though have to wait until install happens to determine this.
We have this verify() function, might as well use it to die early instead of
late....
