Default install directory no longer works

Bug description:
I thought we were making the default install directory be ~/openstack?
vagrant@ubuntu-oneiric:/vagrant/devstackpy$ sudo ./stack -a install
WARNING: @devstack.env_rc : Failed extracting rc file [os-core.rc] due to
[[Errno 2] No such file or directory: 'os-core.rc']
No root directory specified!
Perhaps you should try ./stack --help
of course specifying the -d allowed things to continue.
