Make InstanceInfoCache.network_info be the NetworkModel

Bug description:
When implementing objects, we should make sure that InstanceInfoCache
handles hydrating the NetworkModel from the network_info json
automatically. Converting the InstanceInfoCache to primitive should
also handle jsonifying this network model.
All uses of info_cache['network_info'] should be fixed to trust that
the network_info is already in NetworkModel format.
