IOVisor driver should not use version number in PATH

Bug description:
Currently, IOVisor nova vif driver includes the version in its native APIs
PATH. For instance:
/opt/pg/bin/0/ifc_ctl
Where /0/ is the version. The ideal case is to not include versioning
numbers in the PATH
