Command service-provider-list not working for non-admin users

Bug description:
Non-admin user can't retrieve the list of service providers using
service-provider-list command.
The following is returned by the client:
500-{u'NeutronError': u'Failed to check policy tenant_id:%(tenant_id)s
because Unable to verify match:%(tenant_id)s as the parent resource:
tenant was not found'}
