Internal Server Error on exceptions from APIs in Overview page

Bug description:
The Project overview page makes neutron api calls outside of a try, except
block. This results in Internal Server Error.
This defect is to fix that problem, but also walk through all of the panel
code and add exception handling whenever api call is made.
