Quota exceeded : button disabled after instances have been deleted

Bug description:
Hi guys,
If you max out your instances quota , the button "Launch Instance" is
disabled and replaced with a button "Launch Instance (quota exceeded)"
which is fine. But if you terminate some instances, then as the
deletion operation is done through JS, the button "Launch Instance" is
not re-enabled, you have to refresh-F5 the page to be able to respawn
instances.
Thanks for your work, Horizon is getting nicer and nicer !
