Horizon Ceilometer throws 'ValueError' message, if the user specifies
alphanumeric characters for generating the Usage report

Bug description:
In 'Resource Usage Overview' summary specify the alphanumeric
characters in 'Limit Project Count' field and click on Generate
Report.
'ValueError' at metering throwing the error.
