left side header panel doesn't expand but show up arrow

Bug description:
Steps to reproduce:
1.login as admin
2.click 'Project' dashboard expand panels.
3.click 'Network header' expand panels
4.click 'Admin' dashboard expand panels
5.click 'Project' dashboard expand panels.
Now we can see 'Network' header doesn't expand, but it show up arrow
