The assumption there is that nobody would ever go to the ServiceCatalog directly, but unfortunately nova does. This issue was found when we were looking at https://github.com/openstack/nova/blob/f19ddc4c507dfc64e4d7f930caefab5a5e1680b8/nova/context.py#L50 and trying to see how to update that not to be specific to keystone v2.
