add optional timeout for neutronclient

Bug description:
Currently the neutron agents do not allow the admin to specify a
timeout for neutronclient which itself does not set a timeout at all.
If the server were to disappear (e.g. failover) prior to the agent
receiving a response, the agent would wait indefinitely. It would,
therefore, be useful for admins to be able to specify a timeout for
the neutronclient (and perhaps have a default timeout of 600 seconds
like most other clients).
