How to reproduce:
1. Go to a panel that uses "client filters", for example, Compute -> Volumes.
2. Click on the search input that lets you filter rows in the table. Make sure
this table is empty - You'll see one row with "No items to display."
3. See how the row disappears as soon as you release the click on the search
input.
