Horizon is no longer creating new panels for other openstack projects,
and the best way to get this to happen is to work with the gnocchi/adoh
team to create a plugin for horizon.

Bug description:
From ocata cycle metering panel is removed from horizon source code, And
there is no new panel is added
in order to display gnoochi/adoh data.
There is blue print https://blueprints.launchpad.net/horizon/+spec
/horizon-gnocchi-graphs raised in-order to address this issue but it
was completed with out any proper information.
I believe there needs to be a panel existing either in the source code of
horizon or as a install-able plugin
so that gnoochi/adoh data can be seen in openstack horizon.
I believe the information in gnoochi/adoh is very much useful and user
should have option to view it from UI.
