availability zone is wrong when create volume from image
Status in OpenStack Dashboard (Horizon):

Bug description:
Dear sir,
I have problem about horizon dashboard.
create new volume availability zone is not correct when it is created from
Images -> create volume.
availability zone is displayed about nova, not cinder, so availability zone
not found error happens.
Further information, please check attached image.
Our openstack environment is below.
Openstack version: Newton
OS: Ubuntu 16.04 LTS
