This appears to be a limitation in the keystone API.

Unable to un-assign a user's primary project

Bug description:
The steps to produce the bug:
1/ Login to openstack with user name: admin
2/ Go to Identity -> Users -> Edit --> To update "admin" user
3/ Choose primary project (No value assigned now) for admin user is admin
--> Update user successful
4/ go to Edit of admin user again and try to move back it on old value i.e
'blank' but no option is there and have to select this or other available value.
