Bug description:
Hi Guys:
I failed to create an Instance with direct port,it reported "Timeout
waiting for vif plugging callback for instance". there were 2 compute
nodes(node0 and node1) in my environment, strangely the issue happened
only on node1. I can't find any difference between two nodes.
