On the Install document for
"Keystone Installation Tutorial for Ubuntu",
"Create OpenStack client environment scripts" cannot be accessed
(your 404 message and "Warning: Major rework in progress" appeared),
so I cannot proceed to further installation
since it is not clear if the further installation can be processed without
the process.
