Migration unit tests incorrectly failing for 'alter' in contract phase

Bug description:
The unit tests to ensure only the correct types of migrations occur at
the given step (expand, migrate, contract), are flagging correct types
as incorrect.
This appears to be a failure in the unit tests for this themselves,
and at least for now appears to be specific to 'alter' in the contract
phase, a phase where alter is meant to go.
