When a user stop the cinder services Groups & Group Snapshot panel is
disappeared from the horizon.
Expected Behavior:Groups and Group Snapshot panel will appear in horizon
and through an exception like 'Unable to retrieve Volume-Group list' as
same happen in volume and snapshot panel.
