This is the intended behavior in horizon. If horizon cannot confirm if a
feature is available, a corresponding panel is not shown. This is needed
to support various releases of back-end services in horizon.

volume groups panel missing when cinder service is down
Status in OpenStack Dashboard (Horizon):

Bug description:
When cinder services are down , Groups & Group Snapshot panels
disappeared from the dashboard.
Expected Behavior: Should be consistent with Volumes / snapshots panel
, Groups and Group Snapshot panel also should appear in horizon and
throw an exception like 'Unable to retrieve Volume-Group list' .
