Public bug reported:

first, create a network, there are two subnets under the network, one is 
192.168.30.0/23, the other is 192.168.31/0/24. Looking at the list of ports on 
the network, there are two network:dhcp connected devices. 
second, delete subnet 192.168.30.0/24, and add subnet is 172.168.23.0/24dd  and 
only one IP is available.
third, delete subnet 192.168.31.0/24 and check the list of ports on the network.
