Check the list of ports, fixed IP is empty and still connected devices
are displayed

Bug description:
first, create a network, there are two subnets under the network, one is
192.168.30.0/23, the other is 192.168.31/0/24. Looking at the list of ports on
the network, there are two network:dhcp connected devices.
second, delete subnet 192.168.30.0/24, and add subnet is 172.168.23.0/24dd
and only one IP is available.
third, delete subnet 192.168.31.0/24 and check the list of ports on the
network.
