Make sure that you're firewall or router is not blocking the server and port that yahoo needs to initiate the web cam.
also make sure if you are using super web cam feature, that you will need to exchange IPs and if that feature is blocked on your firewall it also will not work. There is another program called window's blind that can prevent a lot of features in messenger from working. Personally I would try the web cam with someone you TRUST, and turn off your firewalls. That way you can tell if it is in fact a firewall issue.
