There is another program called window's blind that can prevent a lot
of features in messenger from working. Personally I would try the web
cam with someone you TRUST, and turn off your firewalls. That way you
can tell if it is in fact a firewall issue.
There is also a TEST on yahoo's web site "help" section that will tell
you if your settings are correct, you may want to try that as well.
