Well, when you send them an invite, they shouldn't have to wait for your permission... when you sent the invite, that already authorized them to view your cam. The only time that I've gotten the "Waiting for permission..." message is if one of my friends has their cam on with the "View My Webcam" link up next to their name on the friends list. Then if I click the "View My Webcam" link, I'll get the popup cam window with the "Waiting..." message. I haven't tried my own cam the past couple of days so I'm wondering if this could just be a Yahoo Server issue going on right now. How long has this been happening to you?

Which operating system? Presuming it's either YM 8.1x or 9.0x and your OS is XP, have you tried turning on your cam, just in general, not as part of an invite to someone? You can do this by clicking on the Messenger Menu, then My Webcam. Does your cam start up with a pop up window on your own computer and does it work OK? If yes, then try sending an invite to ONLY one person from your friends list. You can do this by opening an IM window and clicking on the Cam Icon or via one of the menu routes. Does your friend get a pop up window letting them know that you invited them? If yes, then when they accept, they should get a pop up window with an advertisement and saying trying to connect or something to that effect. Does it finally connect this way? Give us as much details as possible on the above and also what happens when your cam is on and someone asks to see your cam. I'll be honest and say that I never have done the "Allow to view" thing... I have mine set to "Always Ask For My Permission" and I do not show my cam as even being on when it is (uncheck the "When I show my webcam...". I only send out invites to folks that I choose and when I choose. I don't want to ever forget that I've turned my cam and have folks watching me without me knowing about it. They might catch me watching Jerry Springer or Maury Povich and ruin my reputation.
