MiniCluster broken for downstream projects in the 2.0.3-alpha release

This was reported by Ted Yu while trying to get HBase unit tests to work
with the 2.0.3-alpha release.

YARN-429 has details about the issue.

Considering this will affect all downstream projects, a new release
probably makes sense.
