As part of the discussion in the context of Timeline Service and Federation
integration (YARN-5357), we may want to allow for configurable cluster name (in
addition to the physical cluster name which is part of cluster setting).
Filing jira to think about this.
The logical (aka federated) cluster names should be restricted to a whitelist
perhaps so that it can't be totally upto to the user.
