I see the config being really a minimum value and not the default. ie.
heartbeat interval can be increased under load but RM will try to come back to
the minimum heartbeat interval for responsiveness. With that understanding, it
may make sense to have it in a config when cluster-size/workload/other-factors
make it impossible for the code to achieve a consistent 1 second response time
under normal working conditions.
