Let's make {{GenericEntityReader #calculateTheClosestNextRowKeyForPrefix}} a
public util method. I need the same feature in YARN-5739. Right now my current
solution, as in the posted patch in YARN-5739, simply assumes the last
character of the prefix should always be the qualifier so I did not consider
carrying. Let's make this method available in our codebase so we can directly
calculate the next available key.
