Thanks [~curino] for the patch. It mostly LGTM, couple of minor nits:
* In {{HashBasedRouterPolicy}}, we should fallback to _default_ queue if
nothing is specified.
* Typo in
{{TestHashBasedRouterPolicy::testHashSreadUniformlyAmongSubclusters}}
> Add a HashBasedRouterPolicy, that routes jobs based on queue name hash.
