[~subru] thanks for the review, I fixed what you asked, and per our offline
conversation, I reorganized a bit the base tests:
# added null queue and null {{ApplicaitonSubmissionContext}} tests,
introducing a base test class
# factor out some of the code in base policies and base tests
In the process I spotted and fixed some of the corner cases, not cover by
previous testing (hence the further patch growth).
