That's true, many test cases are not really required to set memory rm
explicitly. May be in test setup, explicitly set memory and go on. Need to
revisit all the tests.
Advantage of exposing MockRM#getRMStateStore instance would help to test cases
if statstore are not explicitly set. RMRestart test can make use of this method
to check recovery process. And other thought is MockRMMemoryStatestore be in
RMStastore if we expose getter method for statestore.
