bq. However, I do think {{reComputeUserLimits}} needs to be modified to update
{{preComputedUserLimit}} when recomputing user limits. That is not done
anywhare in the current patch.
Actually, we may want to have separate methods for {{reComputeUserLimits}} and
{{reComputeActiveUserLimits}}
