At the end of the day, {{TimelineSchemaCreator}} is a standalone process.
Either {{bin/hbase}} or {{bin/hadoop}} would be able to launch the schema
creator. It doesn't exercise any hbase server code. In that sense, it is
probably closer to the client module than the server module.
