It is a pointer to the same queue at creation time, but in 
{{FairScheduler.executeMove()}}, line 1662 we set the new queue using the 
{{setQueue()}} method, which sets the {{SchedulerApplicationAttempt#queue}} but 
not the {{FSAppAttempt#fsQueue}}.
