yeah, so basically if there's any interacts to other processes like AM/NM
needed, scheduler should use ResourcePBImpl. What I have done is to do
profiling and identify the most costly part. It works very well so I think we
may not need a huge patch to remove ResourcePBImpl from scheduler entirely.
