[~eepayne], this is a valid corner case to me, I would suggest to introduce a
new parameter similar to inter-queue preemption's deadzone. which let
preemption happens only after the user's usage beyond x% of the computed user
limit. Considering the context of YARN-5881, this deadzone could be a absolute
number as well to make admin's life easier. So I suggest to move it to a
separate JIRA to handle. Sounds like a plan? [~sunilg].
