[~sunilg] / [~jlowe], I don't think we should make this too complicated. I
think that we should keep the algorithm the way it is and continue to select
the youngest container(s) to preempt. However, I would suggest that we just add
one more test that ensures that we don't preempt a container if it would cause
the user to go below or equal to its {{user limit + minimum allocation}}.
{{Usersmanager#computeUserLimit}} uses this to compute user limit.
