Thanks [~sunilg] / [~eepayne] for chasing the issue.
Since this is likely caused by a known issue: YARN-6538 which is related to
DRF, and it only happens when priority-first is enabled. Do you think is it
make sense to only allow USERLIMIT_FIRST in the patch. (Don't change any
internal logics, but do not allow config PRIORIRY_FIRST when doing config
validation).
I'm a little concerned that fixing the issue on a 100K+ patch is hard for
review. If rest of the patch looks fine, we can commit it, fix it with
YARN-6538, and re-enable PRIORITY_FIRST.
