The latest patch is better, but I can still cause oscillation when using
DominantResourceCalculator under some circumstances.
Also, it oscillates if the AM container is a different size than the map/reduce
containers. This oscillation was not introduced by this JIRA. It was there
since YARN-2009.
Both oscillation issues only happen when PRIORITY_FIRST is set. Since this
doesn't happen with the USERLIMIT_FIRST mode, I am wiling to address the
oscillation issues as part of a different JIRA.
