bq. naming a method getNumContainers but returning the allocated guaranteed
ones break compatibility as well
numContainers has always been just the number of guaranteed container, so we
want to preserve the current behavior to be backwards compatible, so I don't
think it breaks compatibility.
getNumContainers kind of implies getGuaranteedContainers, just like in many
other places where we are not supposed to do the rename because it is part of
public stable API.
