1/2. I'll get that fixed in the next patch.

3. That was because TestPolicyGenerator sets up a RM to check calling an RM 
endpoint, and the RMWebServices injects the timelineservice into the web 
service. The Router is set up similarly. 

4. Right now it extracts the queues into a mapping of queue type > list of 
queues. Although the non-leaf queues are not used in policy generation right 
now, the extraction requires that I traverse the entire tree, so it seemed a 
cleaner design choice to not hard code for leaf queues. In the future we may 
have policies generated for non-leaf queues, as well as some sort of policy 
inheritance.
