Your comments make sense to me. So I reverted the changes in ResourceManager
and get all changes self-contained in CapacityScheduler. Uploaded v3 patch,
please check.
We leveraged these metrics in past few weeks and it helped a lot while tuning
the perf, so I would hope this can get into 3.1.1 release.
Please help to review, thanks!
