domain exist then check access for domain from aclManager"
Trying to understand this. Isn't it the case that a TimelineClient must be
able to authenticate with the TimelineCollector first before it can post data
to that TimelineCollector? It seems to me that TimelineClient always owns the
data that we allow them to write, including timelinedomain, hence we don't need
to check ACLs any more.
