If this only changes Fair Scheduler, I'm fine with that. However this touches
Resource/ResourceInformation/RMAminCLI/ResourceCalculator/CapacityScheduler-implementation,
etc.
If you could take a closer look at YARN-3409 APIs, it should not be hard at
all. Should definitely cheaper than adding a new resource type.
