[~jlowe] k. I will work at the suggested solution. There is an additional
problem that I would like to address with this change:
Currently the localizer ID is assigned the Container ID. Since we need to use a
token file private to the localizer instance, we need an identifier which is
unique for the localizer. I will make the localizer ID unique.
